Two of your bottles can measure 28 mm across the thread, take caps that look identical on a shelf, and still refuse to seal. The series after the dash is the difference, and on 28 mm necks it is the most common mismatch you will meet in glass packaging.

What the Extra Half Turn Buys You
Thread engagement. On a 400 finish your cap makes one pass around the neck, and the seal depends almost entirely on the liner pressing down. On a 410 finish it makes one and a half, so your cap holds itself against the glass and resists backing off under vibration, temperature swings and repeated opening.
That matters most where your closure gets used again and again. Lotion pumps, foamers, trigger sprayers and disc-top caps are stocked in 410 because they stay put; plain screw caps on your sauce or packer bottle are happy on 400. Your closure type usually decides the finish before your bottle does.

28-415 exists too: two turns on a taller finish again, at T 27.38 mm and a height of 27.48 mm. It carries your tall dispensing closures and dropper collars where the extra turn earns its place. Supply is thinner than for 400 and 410, so availability in your own market is worth confirming before you specify it.
