Why Your Process Sets the Number
A cold-filled still product needs the least: enough for your closure and enough to pour. A hot-filled jar needs far more, since the vapour that creates your vacuum has to occupy real volume before it condenses.
Carbonated products need their own allowance, because pressure rises with temperature and your headspace is where that expansion goes. Freezing needs the most of all, since water expands as it turns to ice and a full bottle has nowhere to put it.
What Too Little Costs You
Your seal goes first. A closure applied over a fill that leaves no clearance forces product onto the sealing surface, which is exactly where a leak starts.
Then your glass. A 330 ml (11 oz) bottle filled to the brim and warmed in a container builds pressure it was never designed to carry, and it fails at whatever flaw is nearest.

How to Set It Properly
